Main Responsibilities of
Guangzhou Cooperation Office

As a municipal institution of Guangzhou, Guangzhou Cooperation Office is responsible for the administration of domestic cross-regional, inter-departmental and cross-industrial cooperation initiated in Guangzhou.
1. Administrative approval
To approve non-Guangzhou entities of prefecture or city level to establish their offices in Guangzhou, and the enterprises in Guangzhou to establish offices in other places in China.
2. Main responsibilities
(1) Implement the guidelines and policies as well as laws, regulations and rules of the Central Government, Guangdong Province and Guangzhou, formulate laws and provisions for domestic cooperation, and check and supervise the enforcement.
(2) Coordinate in the preparation and implementation of the development plans for domestic cross-regional, inter-departmental and cross-industrial cooperation initiated in Guangzhou. Work with relevant departments to conduct survey, research and analysis and statistics of domestic cooperation initiated in Guangzhou and report to the Municipal Party Committee and Government of Guangzhou as decision-making reference. Be responsible to collect, collate, store, transfer, develop and use cooperation information resources at home and abroad, and establish and optimize the cooperation information network system.
(3) Coordinate in the arrangement of the cross-regional, inter-departmental and cross-industrial cooperation between Guangzhou and other parts of China. Work with relevant departments to facilitate the cooperation with other parts of China in economy, technology, education, culture, environment and health care, and organize, check and urge the implementation of cooperation projects.
(4) Be responsible to organize, plan, guide and coordinate in Guangzhou’s participation in the development of China's west.
(5) Be responsible for the liaison and coordination in Economic and Technical Cooperation Region in Central-South China, Xijiang River Corridor Economic Coordination Committee and other regional economic cooperation organizations.
(6) Organize, coordinate and guide the plans of Guangzhou to aid Three Gorges Reservoir area, Baise of Guangxi and other areas to develop economy. Organize and implement pairing-assistance projects featuring development-oriented poverty relief, and handle affairs for the purpose of helping poor areas to develop economy. Fulfill the daily work of Guangzhou Pairing-Assistance Economic Development Leadership and Guangzhou Pairing-Assistance Development Foundation.
(7) Responsible for liaison and management of the Party affairs, ideological and political work, Labor Union, the Communist Youth League, Women's Federation, disciplinary inspection, comprehensive management and security work of Chinese entities stationed in Guangzhou; handling of the approval of nonlocal entities stationed in Guangzhou and their economic and trade exchange in Guangzhou; establishment and management of economic liaison organizations of Guangzhou in other places of China; and approval of the enterprises in Guangzhou to set up offices in other places of China.
(8) Work with relevant departments to guide the enterprises in Guangzhou to achieve industrial and product restructuring, and organize and guide local enterprises to expand into overseas market. Responsible to work with relevant municipal departments to undertake exhibitions, shows, negotiations and other events for the purpose of economic and trade cooperation sponsored by the municipal government, and plan and guide the development of local exhibition enterprises.
(9) Work with relevant departments to fulfill the liaison, coordination and reception of nonlocal governmental delegations visiting Guangzhou. Responsible to fulfill the organizing, liaison, coordination, reception and services of Guangzhou delegates visiting other places of China. Responsible for the coordination, fulfillment and services of events relating to the exchange and cooperation between Guangzhou and other provincial and municipal governments in China.
(10) Responsible to guide the work of Guangzhou Agents Association and Guangzhou Association for the Promotion of product market expansion.
(11) Responsible to guide cooperation affairs of district and county level, and lead the institutions directly under the Office.
(12) Fulfill other matters assigned by the municipal government and other superior departments.
